Introduction

  • Provides Worker Welfare related direction, guidance and leadership to Onshore Project and Contractors and Subcontractors within their assigned area.
  • Performs oversight of the Onshore Project Worker Welfare Management processes to ensure worker welfare and rights are respected and maintained to the highest standards in line with LNG values.
  • Supports the Onshore Project Contractors and Subcontractors in terms of welfare management and provide regular updates to Management within their assigned area.
  • Supports the Onshore Project SHES Manager in the stewardship of welfare matters, reporting, recording and ensure the responsible parties take actions when required.
  • Supports Management in terms of project welfare requirements for a large, “one of a kind” LNG Plant, including associated facilities and infrastructures comprising of 4 x 7.8MTPA process trains, as well as large and complex utilities and offsites.
  • Coordinates across multiple, large Contracts, in particular with the “pool” SHES Team to ensure alignment and proper reporting to the organization, including Major Projects and other Stakeholders (e.g., LNG HSE&Q and RLIC).
  • The role is a key position with significant impact on the project SHES performance in terms of effective implementation of, and the compliance with, Welfare Programs such as the Village Heroes, Welfare Operation Center, tracking and closure of recorded Welfare Cases. Welfare is a key component in the Major Projects golden triangle (Safety, Quality, Welfare) and has a high profile with senior management and stakeholders.
  • Job holders oversee all Contractors’ and Subcontractors’ Welfare Programs in assigned packages, which includes Personal Welfare, Contract Welfare, Site Welfare and Camp Welfare to ensure the highest standards of worker welfare and rights are maintained.

What are you going to do 

  • Supports relevant packages in welfare matters, which may include Personal Welfare, Contract Welfare, Site Welfare and Camp Welfare.
  • Ensure that welfare matters that are reported to the Welfare Operation Center (WOC) within relevant package, are recorded and tracked to closure, including escalation to management of more serious cases that may require urgent attention.
  • Coordinates and supports the project peer-to-peer counsellors (Village Heroes) in all their activities, including regular catch-up meetings, counselling, selection, training and onboarding of new village heroes.
  • Supports the project Resilience Program including mental health for Contractor and Subcontractor teams.
  • Demonstrates visible leadership through attendance at key project activities such as management camp walk-throughs, award programs, worker welfare events, food and camp committee meetings.
  • Supports the Contractor and Subcontractor joint SHES Audit Teams in the planning and execution of Camp and Welfare audits.
  • Participating in these audits were deemed necessary and provides subject matter expert input.
  • Ensures workers are treated fairly in compliance with the Labor Law of the State of Qatar and International Human Rights, with strong focus on the retention of identity documents, abuse, intimidations, harassment, restriction of movement, discrimination, workplace violence and bullying.
  • Maintains and frequently reviews Worker Welfare performance data and generate performance reports, charts and graphs.
  • Provides regular performance reports to the PMT and Leadership Teams and recommends improvement of action plans with a risk-based approach.
  • Ensures that Worker Welfare related programs and protocols are established and sustained throughout the Project duration.
  • These programs and protocols will include, as a minimum, Safety, Social Works, Industrial Hygiene, Camp Management Standard, Mental Health, Human Rights, Grievance Management, and Dispute Resolution.

Essential skills and knowledge 

  • Bachelor’s Degree in Sciences, Welfare, Psychology, Teaching, Sports, Safety, Health, Environment, Security or Engineering (Welfare related qualifications).
  • SHES related Certification; NEBOSH (or equivalent); or TapRoot Investigation
  • Minimum of 10 years experience in SHES in the Oil & Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • Industry relevant experience with specific responsibilities in disciplines such as welfare, training, camp, security, or health management.
  • International project experience with Tier-1 Contractors or Clients, involved in the Greenfield and Brownfield construction of onshore production facilities.
  • Sound knowledge of the project execution process in large-scale project environments.
  • Strong leadership skills.
  • Excellent verbal and written English skills; confident and clear presentation development and delivery.
  • Able to cope with high workload and work under pressure, keeping the team calm and focused.
  • Strong teamwork, facilitation, with the ability to communicate and interact with all levels of organization.
  • Ability to work with diverse cultures to obtain a world-class SHES performance.
  • Creates high quality and accurate output in a timely manner.
  • Team player who can effectively collaborate within Project Teams and with external parties.
  • Computer literate, familiar working with Microsoft Office applications.
