Introduction

  • Provides SHES direction, guidance and leadership to Onshore Project PMT and Contractor(s) for fieldwork within their assigned area.
  • Performs oversight of Contractor(s) and effectively manages a team of SHES Leads and Specialists to ensure compliance with all Project and RLIC SHES requirements and communicate and verify the effective resolution of SHES compliance issues.
  • Take the lead in the implementation and verification of the Onshore Project SHES Plans and Procedures through clear planning, formal communication and management of interfaces between all involved parties.
  • Provides the Onshore Project Contractor(s) with expert SHES advice and guidance to all PMT and Contractors’ Project Area Division Managers and discipline during all phases of the Project, to achieve the LNG Mission to protect its people, assets and environment.
  • Manage the relevant elements of the Project SHES Management system, its procedures and programs and ensures the effective and efficient implementation of risk control and mitigation measures at site, in accordance with the requirements stipulated in the Contract
  • Supports SHES and Project Management in achieving SHES requirements for a large, “one of a kind” LNG Plant, including associated facilities and infrastructures, comprising of 4 x 7.8MTPA process trains, as well as large and complex utilities and offsites.
  • Involved in the management and implementation of SHES throughout the project duration and collaboration with relevant Departments, Area Division Managers and disciplines to protect the well-being of the project personnel.
  • Jobholders manage activities of assigned team, implement approved SHES objectives, develop solutions to SHES related issues using initiative, project procedures, best practices and personal knowledge and experience.
  • Ability to work in a multi-faced/ multi-national organizational matrix with a variety of working relationships/ interfaces. Senior level position with broad Technical and Environmental skills with working knowledge of project management.

What are you going to do 

  • Provides oversight and guidance for site SHES and Regulatory compliance and performance during project execution, including compliance with RLIC regulatory requirements.
  • Reviews and comments on Contractor’s SHES Plan and key supporting documents.
  • Coordinates SHES site resource planning, assignment, oversight and performance reviews.
  • Provides mentoring and promotes the development of PMT and EPC Contractor’s SHES personnel.
  • Uses networking, influencing skills, negotiation skills, and technical knowledge to help establish direction and culture for the Onshore Project Construction Site.
  • Supports and promotes the project Observation & Intervention program and the Incident and Injury Free (IIF) program.G Operations, Major Projects, RLIC, and etc.
  • Manages SHES related interface with RLIC on behalf of the Contractor when required.
  • Ensure SIMOPS and relevant SHES programs for Pre-Commissioning, Commissioning and Start-Up are in place and complied with.
  • Ensures appropriate personnel review and approve deliverables of Contractors and Subcontractor(s) (e.g., Plans, ITPs, etc.).

Essential skills and knowledge 

  • Bachelor’s degree in Sciences, Safety, Health, Environment, Security, or Engineering.
  • OHSAS 18001/ISO 45001 Lead Auditor.
  • TapRoot® Advanced Root Cause Analysis Team Leader (or equivalent RCA tool).
  • Minimum of 10 years experience in SHES in the Oil and Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • Experience with Oil and Gas companies, Contractors, or Service Companies.
  • Knowledge of relevant SHES management systems and programs.
  • International project experience with Tier-1 Contractors or Clients, involved in the Greenfield and Brownfield construction of onshore production facilities.
  • Sound knowledge of the project execution process in large-scale project environments.
  • Strong leadership skills.
  • Excellent verbal and written English skills; confident and clear presentation development and delivery.
  • Able to cope with high workload.
  • Be inventive to bring new ideas, methods and procedures to meet Project objectives.
  • Strong teamwork, facilitation, with the ability to communicate and interact at all levels of the organization.
  • Ability to work with diverse cultures to obtain a world-class SHES performance.
  • Creates high quality and accurate output in a timely manner.
  • Team player who can effectively collaborate within Project Teams and with external parties.
  • Able to identify and analyze complex issues and provide recommendations.
