Introduction

  • All project Marine Units’ safety and quality assurance activities shall be stewarded and executed by the Project Marine Coordinator who will also function as a focal point throughout the Marine Execution phase of the Project.
  • Maintain a robust and effective Marine Assurance and compliance process for the Offshore Spread operating within your defined project group.
  • Support the Marine Assurance processes integration and standardization in collaboration with the MPMCF and OPCO Marine.
  • Guide and support projects teams with extensive knowledge of protocols and best practices in the Maritime Industry.
  • Review and analyze technical marine operational challenges, develop, recommend, and implement effective solutions to improve efficiency and reliability.
  • Responsible for managing key interfaces with LNG OPCO Marine and Project Management Teams to ensure the marine scope is executed in compliance with the latest revision of the LNG Marine Operations Procedure.
  • Establish effective communication and strategic connection among critical project stakeholders to identify and implement solutions in a timely manner.
  • Facilitate and support resolution-oriented communication among marine stakeholders including vessels owners, contractors and third parties.
  • Project focal point and custodian of all the assurance activities for all floating, marine assets that are engaged on the project.
  • Reinforce Marine Assurance and Compliance for all the Marine Units in accordance with international regulations and standards, classification society, flag state, local regulations, and company procedures (Marine Operations Procedure/ MOP).
  • Strong commitment to Safety Leadership supported by extensive knowledge of safety protocols and best practices in the Maritime Industry.
  • Managing the changing priorities and deadlines that frequently result from Contractor planning or schedule changes.
  • Providing focus and support to emergent/unplanned situations such as breakdowns and incidents that demand immediate priority without compromise to ongoing activity.
  • The Project Marine Coordinator could be a shared resource between projects depending on the project needs, as required.

What are you going to do 

  • Ensure that the Vessel Suitability Survey is carried out diligently by the 3rd Party Marine Inspector on time, verify findings are closed out promptly and effectively as per requirements.
  • Manage and coordinate with OPCO Marine on Senior Officers approval who are engaged on Major Projects.
  • Conduct periodic competency assessment of the senior officers and provide feedback to OPCO Marine in accordance with the MOP.
  • Ensure that all Marine Units have valid OVID inspection reports and findings are addressed effectively by the Owners.
  • Project Marine Coordinators are responsible to review and vet all the applicable MUA documents received from the for their dedicated project prior submitting to OPCO Marine.
  • The Project Marine Coordinator manages the stewardship of the Marine Operation Safety Induction (MOSI) for all Project Personnel, Crew and Passengers prior to departing port / Offshore.
  • Steward and actively direct LNG safety campaigns / programs including, but not limited to; lessons learned campaigns, stop card programs, lifesaving rules and heat stress prevention management.

    Operational Stewardship (Execution Phase)

  • Monitor Marine Unit Acceptance (MUA) Certificate validity and ensure that the inspections regime followed as per Marine Operations Procedure. Manage and update the MUA Dossier for ongoing renewals.
  • Ensure that the Marine Guidelines (Project Marine Unit) and Marine Operations Procedures are reviewed and fully understood by all Officers.
  • Manage the Periodical inspection process, as defined in the MOP (Housekeeping and Industrial Hygiene, Safety Walk, Safety and Quality Inspections).
  • Ensure the inspections are conducted on all marine units working on LNG Projects to maintain consistent compliance with relevant maritime conventions, contractual requirements, and industry standards.
  • Focal point for the marine unit Defect & Breakdown Management process. Ensuring that the reports are reviewed and provided to OPCO Marine in a prompt basis and managing the closeout between Marine Unit/ Vessel Owner and OPCO Marine.
  • Issue Marine Violation Note and notify OPCO Marine and MPCMF for any MOP violations onboard and inconsistent performance of the marine unit.
  • Support and participate in Vessel Accident / Incident Investigations related to Marine Units and maintaining marine compliance with incident reporting and investigation requirements.
  • Provide regular input to the Marine Incidents Review process, capturing critical knowledge and lesson learned from marine events experienced on the project while participating and sharing this information at the Bi-Monthly Accident / Incident review meeting.
  • Attend and contribute to RA / FRAs related to critical marine operations and actively contribute to the weekly Marine Progress meeting with MPCMF.
  • Report on Project Marine KPI’s and Marine Unit Performance standards and responsible for the management of the MP Marine Compliance Matrix, including Marine barriers and KPI’s.

    Vessel Release (De-Mobilization Phase)

  • Focal point through the Marine Unit demobilization/ transfer process and initiate the Marine Unit Acceptance (MUA) close out.
  • Conduct performance review of each marine unit upon completion of the charter and provide report to Company and share the feedback with OPCO Marine and MPCMF.

Essential skills and knowledge 

  • Master Mariner or Chief Engineer
  • The Project Marine Coordinator shall be experienced in handling/managing offshore marine units operating in the oil and gas industry.
  • 15+ years of marine and offshore installation experience – primarily Offshore with onshore Operational/Management experience.
  • Broad and extensive knowledge of critical marine operations including Offshore Construction and JUB/Rigs move activities.
  • Knowledge of Dynamic Positioning Systems & Operations, DP FMEA Analysis, DP FMEA Proving Trials, Annual DP Trials, ASOG/CAMO.
  • Experienced in managing Marine Assurance & Compliance processes, following corporate requirements and international standards.
  • Knowledgeable in International Maritime Regulations, Codes and Standards.
  • Experience within the Middle East region is advantageous.
  • Previous Marine Warranty Surveyor (MWS) and Marine Consultancy experience is advantageous (Preferably OVID accreditation).
