To act as the Clients vessel / site based HSE representative, to ensure the Contractor implements and maintains effective Health, Safety and Environmental (HSE) Systems in full compliance with Qatari and International legislation, and full conformance with the project requirements and international best practice such as IOGP and IMCA.
Working collaboratively to provide contractor oversight, monitoring, coordination, assurance, expert advice, guidance and support to minimize and control HSE risk exposure to personnel and the company whilst ensuring management system program conformance.
This contributing to the safe and successful delivery of the project scope of work.

Provide all necessary support and guidance to the Project teams
Implementation and oversight of all the applicable contract HSE deliverables and expectations
Attend and participate in the Site Safety Meetings, Daily Coordination Meetings, Safety Committee Meetings, HSE Risk Workshops (HAZID / HIRA / Constructability etc.), Toolbox Talks, HSE walkthroughs etc.
Participate in formal risk assessments and JSA’s to ensure all hazards/risks are reduced ALARP
Proactively support and mentor CONTRACTOR and craft on all HSE aspects applicable to the scope of work
Be physically and visibly present in the workplace and lead by example at all times
Conduct and participate in vessel HSE inspections, audits and surveys
Participate in incident investigations
Monitor compliance to ensure the CONTRACTOR meets all procedural and local regulatory requirements
Proactively participate in CONTRACTOR HSE Committee meetings and forums
Applies a high level of Safety knowledge in accordance with established Company policies, Government laws and specialized technical standards.
Ability to provide professional consultation and problem solving on complex safety issues
Lead the applicable internal audits and inspections in accordance with the management system requirements
What are you going to do
Ensure compliance with applicable QE LNG systems and processes including the LNG Project Management System. Prepare Safety plans and work schedules to ensure effective project completion.
Implement and uphold the LNG health, safety and environment requirements throughout project execution.
Review EPCI deliverables and Safety study reports to support the development of the Project HSE Plans and Procedures
Participate in design and HSE reviews (DRA, HAZIDs, HIRA’s, risk assessments and Constructability, readiness reviews) and verify related risk and reliability, Construction / installation issues are closed out.
Contribute to the development of a ‘Proactive Safety Culture’ during onshore fabrication / construction and offshore installation activity in which safety leadership and values drive continuous improvement and creates an environment of trust, transparency and genuine care for people.
Provide oversight and guidance for HSE / regulatory compliance / performance
Champion on-site safety awareness and safe performance with Contractor and among the Project Team; Support HSE Toolbox Meetings with Contractor’s team.
Lead HSE awareness workshops and sharing of lessons learned / best practice’s
Monitor Contractor’s activities for compliance with Contractor approved Project HSE procedures, during construction and installation phases.
Liaise with Company team, Contractor, sub-contractor, vendors suppliers as needed; develop strong working relationships with Contractor and Sub-contractor HSE personnel.
Liaise daily with Contractor and Sub-Contractor HSE personnel to ensure the effective implementation of all Project and Company HSE requirements.
Monitor daily the Contractor’s activities, performance and report to the Subsea Marine Safety Lead on the Safety performance
Enhance at Project locations, the risk awareness and support / monitor the Project
Review with Project Package team and Contractor, at Contractor sites, the On Job Training sessions for the benefit of the workforce; Implement IIF Cards (or equivalent) and support Contractor for deployment at offshore work sites,
Ensure with Contractor HSE team the correct implementation of the Life Saving Rules Program (or equivalent) at Contractor work site and intervene, record and report to Subsea Marine Safety Lead and EPCI Manager, when violations are observed; analyses all unsafe behaviour and condition data and propose trends improvement actions,
Perform daily inspections using “safety tools” (e.g. JSA’s Method statements, PTW, compliance check lists, Comply/ Intervene/Care check lists); Check regularly the Actions Tracking Register and advise the Construction Lead & Head of Projects on actions closure progress,
Daily PTW review to ensure all PTW’s and supporting documentation requirements are fully and properly implemented; participate in incident investigation and provide information to the Construction lead and lead any incident data analysis and trends identification.
Any activity not immediately endangering the personnel but not in line with Contractor Project Procedures, not respecting the Country HSE Regulations and not in line with International Standards, shall be immediately communicated to Contractor HSE officer or Construction supervisor for immediate corrective action.
Identify application opportunities of best practices for construction & Safety technologies and techniques and assess contractor’s adequacy of their construction / safety plan and techniques / strategies.
Give feedback to Project head on safety resource requirements and safety skills required for execution of Subsea pipeline repair project.
Implement the audit and assurance plan to ensure monitoring of the Contractors high risk activities and a focus on continual improvement
Review and provide guidance on Emergency Response Plan/Bridging Documents to ensure that all likely emergency response scenarios are identified, assessed and contingency measures put in place. Ensuring a regular drills program is implemented and improvements implemented.

Essential skills and knowledgeÂ
Bachelor Degree in Health and Safety / Risk Management / Engineering or a NVQ level 5 / 6 in Health and Safety.
NEBOSH General Certificate / NEBOSH Level 3 qualification is mandatory
ISO 9001 or ISO 14001 or ISO 45001 Auditor (lead or internal) is mandatory
OPITO BOSIET / FOET / T-BOSIET (including HUET)

Candidate must be medically fit to travel and work offshore
Minimum of 10 years’ experience working within a health and Safety Officer / Advisor / Lead role(s) within the offshore oil and gas industries including a significant portion of this previous experience being gained from working offshore onboard Dive Support Vessels (DSV’s) and / or Marine or Subsea Installation Vessels whilst diving activities are being undertaken.
Candidate must have experience of working for Client / Developer and / or EPCI Contractor on Brownfield developments / projects / shutdown
Knowledge and proficiency in HSE Regulations and industry best practices (i.e., OSHA, ISO14001, ISO45001, IOGP, IMCA, SOLAS etc.)
Good knowledge of offshore high-risk activity management including Diving (Sat / Air). Rigging and Lifting, Working at Height, Confined Space, Hot Works, Electrical Safety, Energy Isolations, Pressure Testing, Marine Operations, & Emergency Management
