Introduction

  • Support Vendor / Contractor in finalizing the Vendor Document Requirement Listing (VDRL) and submission schedule in line with Manufacturing / Inspection/ Testing program, their timely review and approval.
  • Assist functional supervisor in review of relevant QMS,
  • Engineering and Vendor Quality documents and undertaking Project Quality Health Check (PQHC), Process / procedural / Technical Compliance checks / verifications / Audits.
  • Ensure identification and regularization of deviations to project technical requirements and Preferred Manufacturers List (PML).
  • Attend Criticality Rating Assessment workshops and ensure identification of Quality Intervention Levels / Material Certification Requirements (BS EN 10204)

What are you going to do 

  • Coordinate with discipline engineers for their inputs, while approving vendor quality documents and third-party inspector CVs for FAT / Functional testing.
  • Ensure Implementation and compliance of Project Supplier QA/QC requirements and ensure engagement of qualified personnel and calibrated inspection test equipment by Contractors / Vendors / Manufacturer during various phases of P.O execution.
  • Coordinate and attend Pre-Inspection meetings, Vendor qualification audits / inspections and QA/QC Weekly meetings.
  • Ensure timely submission and Review of Contractor and Third-Party inspection visit reports, identify potential or actual non-conformances and direct contractor / vendors in taking necessary Correction, corrective and preventive actions. Escalate issues as needed.
  • Initiate or ensure initiation of NCR’s for the recurrent surveillance observations and Non-Conformalities and coordinate / follow-up for RCA / Correction / Corrective /Preventive action proposals and timely close out.
  • Review and ensure the MRB are compiled as per the approved index, and the MTCs / Inspection / Test records are traceable and retrievable.
  • Ensure appropriate Systems / Processes / Procedures / Computer data base established by Contractor to maintain and Report P.O / Equipment wise status of vendor quality documents, CV approvals, Inspection Notifications, reports submission, manufacturing, inspection and test status etc.,
  • Ensure timely submission and review of Weekly / Monthly supplier QA/QC status reports and raise any issues on vendor / Manufacturer performance to the attention of functional supervisor.
  • Monitor Contactor / Third party inspectors & Engineers performance, provides necessary support / guidance and reports to functional supervisor.
  • Ensure own safety and the safety of others who may be affected by business, whether the activity is under direct control or not.

Essential skills and knowledge 

  • Bachelor’s degree in electrical or Instrumentation & control Engineering (or Equivalent) from a recognized university.
  • IRCA Certified QMS Lead Auditor.
  • Membership / Certification from a recognized professional institution of relevance (MCQI-CQP, ASQ-CMQ&OE) are desirable.
  • 15 years’ experience undertaking supplier QA/QC function in major Process Plants (Refinery, NGL / LNG Plants, Petrochemical complex or similar) in Oil & Gas sector.
  • Experience in GCC is desirable.
  • Sound working knowledge on QA/QC aspects of Procurement, manufacturing, Inspection, Testing and acceptance criteria of various Electrical, Instrumentation, Telecom, F&G equipment and bulk materials related to major Oil and Gas Projects.
  • Worked with EPIC Contractors / End users, Performing, Coordinating and Managing global Inspection / testing activities at vendor / Manufacturer works of major process Plant Equipment / Materials in Oil & Gas industry.
  • Hands on experience in preparation, review, and approval of Procurement / Vendor / Manufacturer Quality documents (Purchase Specifications, ITRs, MR, TBEs, Quality Plans / ITPs / QCPs / FAT / Material testing and other Test Methods & Procedures, MRBs, Inspection reports and release notes etc.,) of the equipment / material / systems like:
    • HV/LV Motors, MCC, VSDS, DBs, EDGs, NERs, Transformers, Capacitors, CP Systems, EHV / HV / LV Cables, Heat Tracing, Lighting, Switch Gear, Panels etc., of various Types / Ratings / Capacities.
    • Instrumentation & Controls, Telecommunication, F&G equipment / material / systems i.e., ESD, DCS, PCS, SCDA, MCMS, PMS / LDS, ACS, Metering, WHCP, CCTV, PAGAs, EMS, HVAC & BAMS, Analyzers, Cabinets, Panels, Instruments, Cables etc.,
  • Performing supplier evaluation, qualification audits and performance monitoring.
  • Good Knowledge and experience in establishing and / or using the IT / Software systems in the areas of supplier QA/QC, maintaining and reporting P.O /Equipment wise status of vendor quality documents, Inspection Notifications, reports submission, manufacturing, inspection, and test status etc.,
  • Good knowledge in understanding product marking (API/UL/FM) and application of international Codes, Standards and practices (IEC, IEEE, API, ISO, BS EN, IOGP, Shell DEP etc.) and familiar with those requirements relevant to the job function.
